For free you can try the following.
One program called JWP has a Pocket PC version. It is a word processor and dictionaries built in. I dont know if there is a palm version but you could look.
You could also try going to www.octopus-studio.com There you can find a program called mdict (again I have a pocket pc , but I think there is a palm version) which is a universal dictionary program. On that site you can also find some chinese, japanese, and english dictionaries, as well as software to help you make your own. I am currently working on one for Korean.
