I downloaded GIMP and it seems to be ok. I need to play with it, but for now I think it will be good enough and therefore I am crossing this off the list.

with my Old HP printer I have an option that says print actual size, and the print comes out with unprinted area if the size is small,
On the other hand if print to fit has been checked, that may blow up the image to fit to print size.
We cant proportionately increase the size, as 6X9 one up would be 8X12
you could make a new file in Gimp with set size of 8X10 inches and import your 6X9 image and position it center, leaving the background blank, it will come out as unprinted when you print the file, a little use of scissors or an artwork blade, you should have your 6X9 photos,
