Good place to do this is Australia, or so it seems. In NL, where I live, it’d take 100.000 Euri or something, In Oz one’ll fly for 10.000 (not the commercial licence I believe, but hey, one’s gotta start somewhere!)
So, I’d thing going down under with a moderately sized big bag of cash and a few months spare time could do the trick.

If you want to have someone else pay for your schooling, have the military send you to flight school, like I did. A mere 6 years later with your blood, sweat, and tears, you’ll be off, on your own, flying into the wild blue yonder.
