A wiki is a step in the right direction, and the wikipedia software is going to be probably helpful.
But you want to take a look at technologies like RDF, and how RDF can be used with wiki, to extract and publish meaningful biblographic data.
It’s too hard to explain in a quick post, suffice to say you organise information in “webs” with links rather than in a category – the same idea behind a wiki, but with raw data.
