Have you lived in a city with a City Manager? 4 years ago

I have not. But I’m thinking, perhaps part of the problem in Seattle is the wasted effort between the City Council and the Mayor battling for who’s in control of the city’s staff and departments. What if we had a larger, political legislative council, and a more competent, professional city manager hired to administer the city’s business.

Would Seattle be a good city for a city manager?

and no.
city managers are kind of dumb idea if you want my 2 cents.
a battle for power is exactly what we are supposed to have. the council should not work for the mayor, and the mayor should not work for the council. they should fight a lot. the mayor should say “the people who elected me want this” and the council should say, “shut up, they want this.” and they should shout a lot, and throw chairs, and in the end come up with something that is not what either of them wanted, but something in between, or totally different.
the legislative process should not be fast. it should not be tidy, and it sure as hell shouldn’t represent the top down model of business.
