For most of them it is. As long as there isn’t a gate or posted hours, you may feel free to visit a cemetery at any time. When I was in college, there was a beautiful cemetery nearby where my great grandparents were buried. I would go there at night when I needed to clear my head or just to talk things through to my sacred ancestors. It was very tranquil.
