Just the bottom layer but it looks lovely.

If you’re looking for lasting color I’d stay away from ‘Raw Color’ brand. It smells nice but after two showers it had faded to a puke orange color.

I’d rec. Manic Panic if you don’t want it to fade too quickly. I got mine at Sally Beauty Supply for about half the price of Hot Topic.
