Check out CouchSurfing.com or HospitalityClub.org. I just came back from 4 months in Europe and these two sites helped me greatly!

I met and befriended a lot of fantastic people - interesting and kind - who not only opened their homes to me but also showed me around town and gave me great travel tips.

Latvia is easier (and more exciting!) with a Latvian-speaking host who knows their own backyard.
