The moon does have an effect on mers. Well, if you believe in the old stories and mythologies. Mermaids have a stronger calling to the ocean on full moons, but it doesn’t make them crazy though like in H2O. A lot of sightings in the old days have taken place on Full Moons. This is from the belief that the Full Moon has a stronger pull on the ocean tides than normal and therefore on creatures of the ocean like mers.
It is also believed any magickal powers and shifting abilities are stronger on the full moon. It stems from the belief that the Full Moon heightens the abilities found in practices of Witchcraft.

It's called a lunar ring.
It isn’t actually “around” the moon at all. It is a visual phenomenon that is caused by tiny ice crystals high up in the atmosphere like a cloud.
This “cloud” is between you and the moon, with the moonlight reaching your eyes after passing through the cloud of crystals, which gives it the appearance of having a ring or aura, usually silvery or blueish in color.
It’s a well-understood optical illusion that is well documented. Two people even relatively close together might not see the effect the same because of cloud density or position.
Lord Bearclaw is correct on what it is caused by but isn’t as common as it seems like it should be. It really is a neat optical illusion.
There are several folklore myths about it.
A ring around the moon, depending on culture, is either a good or bad thing. I first heard of it as a sign of bad luck and so that is what my brain thinks of first. I’ve heard of others saying that when you see one that is pure white you can make a wish when you see it around the full moon.
However, if it has a slight orange or red tint, it is a sign that someone you know will be harmed. If it has a blood red spot or the ring is completely redish then it is supposedly a sign that someone you know will die in the near future. But I’ve never known anyone to die after seeing this but I’ve heard many others claim bad luck afterwards – experienced this myself a few times. Could have just been coincidence though.
No matter what though, I love folklore like this. Just don’t take it as 100% accurate. It is just the old stories they used to believe about these events that seemed strange and explainable at the time.

I doubt you could figure out the square root of 64 without a calculator, but you expect us to take, on faith, the fact that you can figure something out about the moon that astronomers have yet to find out through the scientific method? Highly doubtful.
Anyway, as to sea-life (I use this term loosely when associated with your fantastical “mer” people) is always affected by the moon. The tide of the sea itself is affected by the moon, meaning that all sea-life, which is affected by the current and motion of the seas are affected by the ‘flow’ of the moon.
