You mean to look kinda like a harpie?
Then yes,its kinda a half shift to a bird,but its quite impossible to p-shift into something so small like a bird,because of the huge difference of dimensions(unless its an Eagle or something big enough).
But,i believe you can achieve this by using a conbined method:
1.you can obtain the wings by trying a wing spell from “grow wings”
2.you can just let your nails get longer and then cur them like claws(i like to do this a lot :D )
3.about the tail,just try to shift and pray that it will work
