The link I pointed to briefly mentions dominoes but doesn’t really delve into the particular aspect that came to my mind. Dominoes are used to talk about things falling into place, plans coming to fruition, having dominion over people, getting the better of someone. All these uses are appropriate for the point in the movie in which this image is used.

Also, the link talks about V having set up dominoes throughout the graphic novel, showing that it is a progression. In the movie, this just comes out of nowhere, seeming like a spur-of-the-moment quirk. They did not want to waste screen time on him really setting them up, but they still wanted the meaning behind the dominoes at the crucial moment.

Thoughts on that one final dominoe not falling oveR? I knew it meant something; I just haven’t been able to wrap my mind around it…

This is pure speculation, but it seems to me like that final domino could represent Evey. V had everything else planned out exactly, and knew how it would end up (even to his own fate). The one thing he decided NOT to control was Evey’s decision to set the train free or not.
