How to make a plastic grocery bag dispenser

How I did it: Found a tutorial online and got to work. Was very quick and easy.
All it required was:
fabric (an 18" x30" piece)
thread
elastic
sewing machine (or hand sewing needles)
I had all the above on hand and got it done within half an hour of finding the tutorial.
