How I did it: Use the Mint.com budget system. I check my budget once a week, and also by using the Mint app on my iPhone. I also now purchase ebooks or kindle books rather than paper books which has reduced the monthly costs of buying books. With ebooks, I don't purchase until I make the commitment to read them.
