How I did it: I studied japanese for one year at university level in my home country and then I moved to Japan or a year. Within that year I got a job which required extensive communication in japanese. 3 years later I'm pretty fluent.

Lessons & tips: I you want to become fluent in a new language, you need to move to the country in question.
