How I did it: I first did language school for 3 months in Vienna, Austria in 2006. I then followed that up 2 years later in 2008 with 8 months in Berlin. (I preferred Vienna, and their accent!) Also, people in Berlin will only want to use you to practice their English.. It's not the best place to practice German speaking unfortunately. Vienna again was better.
