How I did it: I used an old copy of Dreamweaver on an old computer that my IT person pointed me to...the only copy of DW in the entire building. It took me about an hour to make a template that I liked, and about two more hours to fill in the information. Updating it has been slow, however, since the process to upload it to the organization's server is complicated.
