How I did it: I joined the school Honor Society and got on the executive board.  Instantly, I had 100 new friends who had similar interests to mine.  After 6 months I knew enough about programs and resources that I could contribute to making decisions and I got more friends who appreciated what I had to offer.

Lessons & tips: An officer position is representative of the organization.  Requiring one to think about what they say and how they say it.
