well, in my very little experience, i have learnt firstly, that the eye movements depend on the kind of program you are filming, for instance if your show is a regular talk show/news feature then eye movements away from the camera would be risky as the audience/camera is your witness, audience would feel uninvolved in your discussion if eyes are constantly moving in a direction that has no visual detail, but if you are filming for a documentary then eyes set on the camera would be monotonous and the set is your witness not the camera/audience. Secondly, it is also very important for the anchor not to become a talkinghead, who keeps on talking talking like a radio DJ giving so much information that it becomes impossible for the viewer/listener to grasp.
