How I did it: In middle school I decided I'd learn this and over a period of a month or two I would occasionally practice in front of the mirror. All it takes is really practicing your brow muscle/s in front of a mirror.
EDIT: Alright, so I realized this could have been more detailed! Basically, first decide which brow you want to learn to raise (I'm right-handed and learned to raise my left brow, for whatever reason at the time). In front of a mirror, you should be focusing on that one brow but you're obviously going to start out raising both your eyebrows. What you want to do, though, is hold down the other eyebrow so that only the one you want to learn to raise goes up. So basically, if you're learning to raise your left eyebrow: you're raising your brows, focusing on your left one while holding down the right, a couple of minutes each day. Eventually you'll need to use less force to hold down the other eyebrow. (Haha I know, this makes for a hilarious image!)
Lessons & tips: You have more control over your muscles than you may realize.
