I did it, and came up with Andorra. It’s sandwiched between France and Spain. You may well say “there’s no country between France and Spain!” but there IS!

As of 2007 the estimated population is 71,822.
Andorra declared war on Imperial Germany during WWI but never actually took part in the fighting. With a total population that is only just over 71,000 now, going to war would have completely emptied the country!!
It’s apparently quite the place to ski, but I think if I’m going to go I’ll go in the summer. It’s supposed to be lovely.
