What constitutes a visit?

I like Jack’s point about having spent a night for a visit to count. I had considered that previously when I first made this goal. However, I have found that it’s difficult to justify what constitutes a visit. Everyone will have their own statndard. I’ve been inside the airspace of states that are not on my list. The states that I count are ones where I am physically present, whereas, I am subject to the laws of that state. If I am legally accountable to that state’s government I count it as a visit to that state.
