Yes, you will almost always have cloudy water. Water will become clear if its circulated with slow freezing (in layers) like an icicle. Distilling will help, but not too much. Best bet is to go to your local ice sculpture company and see what they’ll do for you. If they make their own ice you might be able to freeze some flowers in and buy the ice block after it is harvested.
