Register as an organ donor

when i was having my driving licence, they asked me if i wanna be a donor, i accepted it and they asked me to go upstairs to register for it. wherever i go they sent me to another table to do smth. i spent almost 2 hours to arrange my things to be a donor but no one helped me. now on the tv commercials are shown that donors needed, but i couldnt do it even i wanted it so much. i accepted my country as a country of bureocracy, so im hoping to be a donor as soon as possible when i have some time to deal with it :((
