Build a software application for the freight forwarding and logistics industry

We were working on a software program for Murphy Shipping, but it came to an abrupt halt. Some of the technologies we were using are ruby rails, ajax, and java. The transportation, supply chain industry is really lacking a product that is flexible, affordable, and user friendly. It seems that all of the packages that currently exist lack newer web based technologies. In a world that is moving to web apps, we much adapt and change. I would like to be a part of this kind of software development. Small problems 1. I am not a developer, 2. I dont have alot of money.
