My retirement money doesn't count

I’ve been saving for retirement for 10 years now, and have almost $40,000, but that doesn’t count because under my plan I can’t touch it unless I leave my job or retire. I want to have liquid savings for emergencies, buying a bigger house, buying a new car ( my current one is in the shop-again). I also want to save money for my two kids to go to college (7 years away).How much is in my personal savings account right now? Oh, about 50 cents. I’ve got a long way to go.
