It took 3 months, but after several long distance communications, I managed to get a signed copy of the title. Once that was done, I had to draft up a bill of sale and get it signed. Ultimately, I take the bill of sale and title to the register and had it transferred. The experience was painless, unlike getting the title and bill of sale. The insurance bit was another painless experience: I signed up using the web.
