convert my web sites to CSS

I borrowed most of the basics of this layout from a college website.
I can see some areas for minor change, but i’m going to let it go for now.
I didn’t get what i wanted but i made some interesting changes.
I decided to take the easy way out and abandon the quirky three column with a header format.
