I’ve used almost every HTML editor for Windows out there but I still come back to Dreamweaver at the end of the day. It basically does everything and can be configured to handle any language. For my last two projects I used Dreamweaver exclusively to handle our Ruby on Rails set up.
If you have access to do this for your blog, I would recommend using a cron script to automate this.
