How I did it: I had to pay 8% sales tax in that other province where I bought the vehicle.  I had to pay the same amount in my home province to licence the vehicle.  First I had to find out where to apply for a refund of the tax from the first province.  Then I had to borrow the money.  I now have my licence but now have to apply for the refund.  At least I can legally drive my SUV in my own province.
