Israel on a budget...

My brother recently had the opportunity to go to Israel for free through Birthright Israel, however the program is only available for college students. Does anyone know if their is a program for Jewish high school students to go to Israel for free/inexpensively?
Also, what are your thoughts on the safety of visiting Israel right now? Is it doable or would it be better to wait? If I wait, I’m not sure what it is I’m waiting for. It seems like Israel will always be in some kind of conflict—any thoughts?
