I’m an Army brat. My mom is German. We moved to Germany when I was 1.5 years of age and the way I hear it, I just came home from the sitter’s (a German lady) one day and spoke German. I don’t remember ever not knowing it.
Of course, we moved back to the states when I was 9 (over 20 years ago now) and I haven’t spoken it regularly since, so my grammar and sentence structure is very bad, but I still speak well enough to not have an accent and can get by. I feel pretty confident that, given the opportunity, if I went back for any length of time, I’d be speaking as well as I did when I was a child.
I had a discussion on this very topic with a group of my college professors a couple of years ago. We agreed that Americans (more specifically, Americans in my age category and younger) would be much more appreciative of the freedoms we have here and be more aware of the mass consumption that takes place here while more than two-thirds of the world live without running water in their homes!
