If you really want to be a web designer, the easy part is the technical side such as CSS, HTML, Javascript etc. The hard part is having incredibly adept artistic vision. You wouldn’t believe the amount of programming geeks at my school that are amazing at coding, but cannot make a decent webpage to save their life. As far as the technical stuff, learning it on your own is the best way (yea i know it sucks lol). My 2 cents.
