Well, if you don’t want animation, you can just take your favorite picture and make it 100×100 pixels (or less) in a Photoshop program, or even paint. That is, I use those programs for still pictures.

You can add stuff to them, or make them animated with programs such as Jasc animation shop 3 or Ulead gif animator.
