its sort of like a bobble head. it took me about 3 months to even get it to move the little bit that i did but what i did was sit at a table palms up with the turtle sitting on my left palm. i sat completely still while breathing in my nose and out my mouth. i focused on the turtle and rather than mentally forcing it to move, i sort of requested it in a way. and after about 20 minutes of doing this every day i finally got its head to move side to side and up and down without physically forcing it. 18 months ago
