Start my own animal shelter

I was looking for a shelter to give my kitten to. I know it sounds horrible, but I can’t keep her for personal reasons. Anyway, I searched online for a private or public owned shelter in my area. Well, get this, Yuma, Arizona has no shelters for animals. I love animals and hate seeing them starving in the streets and on their death beds in pounds. So many animals die everyday and no body cares about it. I want to do something to help rescue those poor animals and put them into nice homes. I want to start an animal shelter of my own, the thing is I don’t know how. If anyone has any suggestions and would like to help me do this, please let me know. I could really use your help.
