Places where appropriate include: email signature, contact info when leaving comments to other blogs, facebook and other online profile sites where you are not trying to be anonymous.
How to promote my blog
It made me
confident. 
"I used to be more shy, but now I can say, 'visit me at http://HighDesertGardening.blogspot.com '"
How I did it:
- added the URL to my email signature
- added the URL to my various forum signatures
- emailed an invitation to visit my blog to everyone in my personal email address book
- added it to appropriate comments on 43 Things
- added it to appropriate comments on other people's blogs
Lessons & tips:
- you have to work at getting traffic to your site
- having new content on a regular bases is important

I just got slammed with all sorts of creepy comments on my blog from someone called “anonymous” – I just love it how right wing swoop in, take a crap all over something and then leave without taking credit for any of their crap – at least have the balls to use your real name!

On 14 October, 21 Days before the election, I started my 21 Days Of Barack Obama entries on Black Tie And Flip Flops
Of course the usually emptying of my mind will also take place – but for at least the next 21 Days it will be Barack Obama, at least once a day!
