How I did it: My friend left a bike behind so 'thing' was easy. I just went and had someone cut the lock. Now I'm ride'n'high.
I live in the city and do not have a car so the nice thing about a bike is once you get in to it you no longer need to pay for a subway or bus pass. The $200 budget will pay for its self after a couple of months. You will be saving green while being green ! (I do not endorse the usage of the word 'green')
Lessons & tips: Network, see if any of your friends have a bike that they no longer want or look on craigslist for a cheap starter bike. If your just beginning there is no sense in buy and new, expensive bike, and they are expensive. Try to keep a budget of $200 for the bike, helmet, lock, and safety lights (if you need em)
Resources: craigslist, ebay (good place to buy locks and night lights), and call around for prices at local bike shops. I live in Boston and I found that Eastern Mountain Sport had inexpensive locks and helmets.
