Player or players stake out a location in a car and wait for a predetermined individual to either enter or leave a building, depending on the situation.
It is encouraged that players coordinate with the target individual they are monitoring so as not to scare anyone. The goal is to reenact FBI or Police stakeouts, not to be arrested by them in the process.
