In Cincinnati, we need to start small, convince people that rail is the way to go and the move from there. I would start by installing something similar to what the have in portland, starting at the old terminal on 4th & Walnut, moving up Walnut street till it hits Court Street or Garfield Pl, then going up through OTR, ending on Ludow. Connecting Clifton, OTR, and the Financial District/Riverfront would show people. And it wouldnt cost that much.
