I would like to know how to get a European passport being an American citizen?

My mother was adopted by a Croatian and a Serbian. I want to get a European Passport for my mother also.

I have a Canadian passport but I want a European one as well because I am also a French citizen, and I go there every few years. As well, I’d love to travel to other places in Europe and it’s much easier to do so with a European passport.
