the secret is all in the shape you make your tongue…it’s somewhat difficult to explain without a picture, however you shape your tongue in a ‘cupped’ shape with somewhat of a ‘spout at the very end and the pressure applied to the tongue by the front teth creates a small opening…air forced thru makes the loudest whistle imaginable…I tried all-day (in one day) and had mastered it in les than 25 hours..I can whistle ‘louder’ than about anyone now…with or without the use of fingers on my tongue… it takes repeated (non-stop) practice to perfect the technique, but once you start making a whistle sound it comes quickly…my whistle can be heard for well over 6 football fields in a wooded environment now…PRACTICE!
How to learn to whistle between my fingers
How I did it: I wanted to learn to whistle between my fingers so I just kept practicing and practicing...
Lessons & tips: Keep trying...you have to find your "groove" ! It's a "feeling" kind of....bend your tongue back with finger tips like a "v" on your tongue...then BLOW! :)
Resources: Big brothers, friends, people at football games and baseball games.. soccer moms......
People doing this are also doing these things:

I just can’t seem to get the hang of this!
Practice, practice, practice, right? Bah.
I haven’t given up yet, though. :)

I just haven’t figured this out yet.
And, man!, it’s kinda frustrating. :P
I’ve always been envious of people who can let off with one of those piercing whistles that everyone can hear for miles around.
I’m a lousy whistler even without my fingers. I can wistle any song as long as it has one note.
... last night I dreamed that I could whistle really loud between my fingers! I was trying to whistle the regular way and it wasn’t loud enough. I thought, “Ohh, what about the finger-whistle?” So I kept my mouth in the same position as a regular whistle and put my fingers up to my mouth—and it worked! Okay, okay, I know that is prolly NOT how to do it, but I gotta tell ya, it was SO much fun to be able to do it! sigh ...some day…
Is there any written technique out there?? SOMEBODY knows how to do this!!! HELP!!! Don’t make me have to use these the rest of my life!!!
I practiced this a bit on vacation & was able to get the beginnings of a weak whistle, but that’s about as far as I got. And you know how the week after vacation goes…
By the way, I found out that you can get lightheaded really quickly practicing this! I wouldn’t recommend practicing in the middle of the railroad tracks.
I printed out some info on this that I found on the Internet, from the site

I’m going to try to read this & practice it on vacation next week.
