    This may well be possible, 19 months ago

    since I am moving to Tucson soon. They have a city light ordinance there, because of the astronomers who are in the town. They have those huge telescopes in Tucson, looking waaaaay out into space, and to make sure nothing interferes, all outdoor lighting has to be turned off, or else have a shield fitted to it that makes the light reflect downward only. I can’t wait. My telescope trembles in anticipation.
