grow hair fast

i dont know what to do with my hair. it stubbornly refuses to grow fast or grow at all. i really find it hard to grow hair from the center of my scalp to the neck. hair on my crown at least pretends to grow for two to three months a year then the split ends come and for the rest of the year its stops. i have cut my hair after trimming turned out useless. from the center down to my back part of head and it grows just a inch after which no action. can some one enlighten me beacuse i need to grow my hair in three months and they need to grow fast.does anyone know of a secret remedy or program.
